NOTICE INVITING BIDS


SUPPLY AND DELIVERY OF ALUMINUM SULFATE, POWDER ACTIVATED CARBON AND/OR LIQUID CATIONIC POLYMER

Project Summary

The Goleta Water District (District) is soliciting bids for the supply and delivery of aluminum sulfate, powered activated carbon and liquid cationic polymer to the Corona Del Mar Water Treatment Plant. The products are to be purchased on a contract that extends from July 1, 2017 through June 30, 2019, and the total unit price quotes will be binding for the entirety of this two year period of the contract.

The District reserves the right to enter into contracts to purchase the Aluminum Sulfate, Powered Activated Carbon and Liquid Cationic Polymer described in this NIB from different bidders based on the lowest overall cost to the District. Lowest cost will be determined in part by testing samples to evaluate the lowest cost of total organic carbon (TOC) removal per unit as described further below in Section 4. Responses by bidders will be evaluated by the quality and cost of the product based on jar testing and the overall cost per percentage removed. Bidders may submit bids for any or all of the three products listed in this NIB. Bidders bidding on supplying multiple products should submit only one bid packed with each of the products being bid listed.

Bidders must be capable and willing to supply all of the District’s anticipated demand for the product or products bid for the two‐year contract period, subject to the restrictions and conditions set forth by this NIB.

SUPPLY AND DELIVERY OF SODIUM HYPOCHLORITE

Project Summary

The Goleta Water District (District) is soliciting bids for the supply and delivery of sodium hypochlorite to the following three locations 1) Corona Del Mar Water Treatment Plant, 2) the Glen Annie Turnout and 3) Nine District well sites. The chemicals are to be purchased through a contract that extends from July 1, 2017 through June 30, 2019, with the unit price quotes binding for the entirety of this two‐year contract period.

The District reserves the right to enter into contracts to purchase the sodium hypochlorite from different vendors for each of the three locations. Responses by bidders will be evaluated by total cost per unit inclusive of delivery. Bidders must be capable and willing to supply all of the District’s anticipated demand for the sodium hypochlorite quoted for the two‐year contract period, subject to the restrictions and conditions set forth by this NIB.
